Overview
According to Government procurement trends, ICT is definitely a “big
spender” to ensure economic expansion plans are met for 2010 and
beyond. The public sector is one of the primary users of technology.
National government ICT expenditure will increase from R4.1 billion
in 2008/9 to just over R5.6 billion in 2012/13.
There is a demand placed on government to implement e-government and
related services through the use of information and communication
technology in order to become more efficient and improve service
delivery to all citizens and stakeholders.
And similarly, technology plays an equally pivotal role in the
private sector where organisations are constantly looking to
streamline business processes in order to be effective, efficient
and ultimately profitable.
The dramatic increase in the spend of ICT services directs us to
focus on outsourcing, contracts and service level agreements that
will need to be carefully considered, structured, monitored and
maintained in order to achieve the desired results for both parties.
Technology partners have realised the importance of understanding
the legal framework in which these contracts have to operate within.
They have also acknowledged their lack of managing service level
agreements, over-committing and under-delivering. These processes
will attract risks and may result in cost implications.
Strong emphasis is placed on fundamental decision-making and best
practices utilised when drafting ICT contracts, outsourcing of
technology and managing service level agreements.
